Preface
After more than a year of great effort, the Canadian Journal of Traditional Chinese Medicine has finally come into reality. This journal is an academic periodical affiliated with the British Columbia Association of Traditional Chinese Medicine and Acupuncture Practitioners (ATCMA), intended to provide the association with a place for TCM academic learning, discussion and research, a window for academic and informational exchange with other associations in Canada and overseas, as well as a platform where the proper regulation, management, support and development of the profession of TCM herbology and acupuncture can be discussed thoroughly and earnestly. It is strongly hoped that the advent of this journal improve academic performance and skills of all ATCMA members and TCM professionals worldwide, thus serving the public with better healthcare, and contribute our part to the globalization and modernization of TCM.
The province of British Columbia is the earliest in Canada to regulate the practice of TCM, and the only place to confer the title of doctor to TCM professionals in Canada or in many other countries. This year, Premier of British Columbia, the Honourable Christy Clark, proposed the TCM program in Kwantlen Polytechnic University to provide local education and issued tax exemptions for acupuncture treatments, both of which significantly bolstered the development of TCM and contributed to the gradual realization of a judicially equal footing between the profession of TCM and medical doctors and dentists. The BC Government and the Members of the Legislative Assembly who have shown their support have made tremendous and effective undertakings for the establishment and development of TCM in British Columbia. To them, we express our sincere gratitude here on behalf of the TCM community and all ATCMA members.
In recent years, TCM has grown rapidly in practice and popularity and has now become an indispensable component in the healthcare in BC and Canada. Under such circumstances, it is becoming ever crucial for the TCM community to consider ways to promote academic communication and research, globalization and modernization of TCM so as to provide better healthcare to the public across BC and Canada. This journal was just created in this situation. Therefore, the Canadian Journal of Traditional Chinese Medicine is the result of TCM development as well as the product from the necessity of both TCM healthcare professionals and public healthcare in BC and Canada.
The process of preparing for the Canadian Journal of Traditional Chinese Medicine owes great support to all ATCMA members and the public. Some made financial donations, some volunteered in typing and translating materials, some recruited advertisements, and some helped advocating. The journal could only be born with their support and effort, for which we express our highest respect and sincere thanks.
In addition and in particular, all the editorial staff for the Canadian Journal of Traditional Chinese Medicine who showed selflessness and diligence with little funding, scarce materials, no salary and shortage of equipments and supplies, are worth our appreciation and esteem. We truly hope all ATCMA members and the entire TCM community can be joined and work together for the better TCM with the same selflessness and diligence.
經過一年多的努力,《加拿大中醫藥雜誌》終於和大家見面了。這份雜誌是加拿大卑詩省中醫藥針灸師公會(ATCMA) 自主創辦的中醫藥針灸學術性期刊。其宗旨是為ATCMA 開闢一個中醫藥針灸學術的學習、交流、研究的園地;亦為ATCMA與各兄弟學會及全國和世界各學術團體開創一個學術交流、信息互通的窗口;同時亦為ATCMA搞好學會工作和對應該如何正確規管、扶助、發展中醫藥針灸科學和事業創建了一個闡明觀點、展開討論與研究的平台,以期幫助ATCMA全體會員以及中醫界全體從業人員提高學術水平和專業能力,更好地為社會廣大民眾的醫療保健服務;同時亦期望能為推動中醫藥針灸科學走向世界、走向現代化盡一份棉薄之力。
BC省是加拿大最早為中醫立法的省分,亦是加拿大和世界上許多國家和地區唯一設立高級中醫師職稱給予中醫Doctor頭銜的地方。今年省長簡惠芝女士又提出在昆特蘭理工大學設立中醫專業,培養具有加拿大本土學歷的中醫師,最近又提出了為針灸治療免稅的議案等等。這一系列舉措都在一步步地推動中醫工作向前發展,在一步步地實現着促使中醫逐漸成為與西醫、牙醫等具有同等法律地位的行業。BC省政府以及許多關心和支持中醫事業的政要和各級議員,為中醫在BC省的建設和發展,做了大量的工作和卓有成效的努力。在這裡,我們謹代表中醫業界和ATCMA全體會員向他們表示衷心的感謝。
這些年來,在加拿大,在BC省,中醫工作都得到了迅速的發展,越來越多的人歡迎和接受中醫藥針灸的方法治療疾病和保健服務,使中醫藥針灸已經逐步成為加拿大和BC省醫療和保健事業不可缺少的重要力量。面對這一形勢,如何提高全體中醫藥針灸學術的交流和研究,如何推動中醫藥走向世界走向現代化,更好地為加拿大,BC省廣大民眾提供更高水平的醫療保健服務,已經成為中醫業界日益重要的議題。《加拿大中醫藥雜誌》就是在這一形勢的推動下產生的,所以我們說《加拿大中醫藥雜誌》是加拿大、BC省中醫藥針灸工作發展的產物,亦是加拿大、BC省廣大中醫藥針灸從業人員和廣大民眾醫療保健事業需要的產物。
在創辦《加拿大中醫藥雜誌》的過程中,得到了ATCMA全體會員以及社會上廣大公眾的大力支持和鼓勵。他們有的為雜誌捐款,有的為雜誌義務打印和翻譯資料,有的為雜誌徵集廣告,有的為雜誌宣傳鼓動排除干擾。正是由於他們的關心和努力,雜誌才得以順利誕生。為此,我們謹向他們表示崇高的敬意和衷心的感謝。
另外,我們還須特別提出的是,《加拿大中醫藥雜誌》編輯部的全體工作人員,在缺少經費、缺乏資料、沒有報酬、缺少設備的條件下,無私奉獻、辛勤努力的精神,值得我們學習和敬佩。我們誠摯希望ATCMA全體會員和全體中醫界更緊密地團結起來,發揚這種精神,共同把中醫藥的事情辦得更好!
